Campus-wide Coastal Hazards Resiliency Curriculum and Development of Hazard Mitigation Planning Curriculum

An area of the country so much at risk to coastal storms requires an educated populous to whom risk resilience comes naturally. Strengthening what UNO already offers in some of its graduate programs with similar interesting, logical instruction on resilience in many courses across the curriculum (called ‘teaching across the curriculum,’ like international issues are currently done) will build the human infrastructure to lead and support statewide storm mitigation. Given the widespread recognition of the importance of community and societal resilience in the context of natural hazard risk (or any risk), there is a strong need to begin systematically developing integrated social resilience curriculum in many of the university course offerings.
The pinnacle outcome of this project is to produce community/regional leaders with strong professional capacities to create and support disaster resilience everywhere. The time and place could not be more perfect for such a program. The University, as the large public institution at “ground zero” of the Katrina/Rita catastrophe, offers a unique laboratory for the study of disaster resilience. In addition, UNO already has a foundation in place in the form of CHART and CUPA, faculty experts in disaster science, and a curricular core that can serve as a starting point for an instructional program.

Instructional Continuity: Making the Curriculum Resilient to Disruption

Making the campus resilient to disruption requires a sharp focus on our principal activity: teaching and learning. In 2008 a faculty task force at the University of California, Berkeley was convened to answer the question “how can we prepare to continue teaching the curriculum during periods of disruption (disasters, pandemic illnesses, etc.)”. The practices recommended by this task force were then incorporated into Berkeley’s on-line continuity planning tool. That tool (now available from the Kuali Foundation as Kuali Ready) is being used by more than 50 colleges and universities.
A practical approach to Instructional Continuity will be discussed by Paul Dimond, Manager of Berkeley’s Office of Continuity Planning and the architect of Berkeley’s methodology and tool. The session will begin with a treatment of continuity planning for all campus functions, then focus specifically on making the curriculum “survivable”. The Kuali Ready tool will be demonstrated.

Advances in information technology have created a broad spectrum of opportunities to increase uptime and reduce outages of critical information systems. Many applications are now designed with features that reduce the complexity of implementing redundancy. Advances in network technology have increased the availability and cost effectiveness of implementing geographic redundancy. Replication features are now commonly available in storage systems. Virtualization technologies have created opportunities to move servers electronically across the network, rather than physically. Cloud Computing services have become mature and abundant, creating opportunities to outsource strategic functions to a distributed ‘cloud’. With proper analysis and design, Highly Available Information Systems are within reach for most organizations.

CERT's Function in Campus Emergency Management

The University of Texas at Dallas founded its CERT in 2004, and the team has existed continuously since then. Currently, we are the oldest CERT in the UT system and one of the oldest campus CERTs in Texas. In this session, UTD’s Emergency Manager and CERT President/Trainer will discuss our history and our plans for the future. We will address starting a campus CERT, recruitment strategies, training and continuing education strategies, retention strategies, CERT’s role in the campus community and CERT’s function in campus Emergency Management.

Teaching Hazard Mitigation Planning through Learning Service

This presentation will showcase the work of two service-learning classes at Louisiana State University during the plan application and capability assessment phase for the DRU plan of Louisiana State University. More often than not, a consulting firm develops the Disaster Resistant University plan. There are many reasons why this might be a good choice for universities with limited personnel, computing resources, skills, experience, and so forth. Whenever universities produce their Plan in-house, they commonly tend to assign responsibilities to university administrators as well as faculty and staff members from public safety, risk management, geography, sociology, and engineering to name a few. For the majority of out-sourced as well as in-house developed plans though, students tend to show limited engagement. The most common opportunities for interaction are public meetings, presentations, or the presence of student delegates at Plan committee meetings. Undoubtedly, students are an invaluable resource and asset to a plan. Not only do students have a different hazard awareness and preparedness behavior than most other university groups but they can also actively support the creation of the plan outside of the usual meetings and presentations. The most common route is obviously by working on the plan as research assistants. However, students can also contribute through course work particularly in the form of service-learning classes, which is presented here. In this case, students collected a multitude of data, designed and conducted surveys, and analyzed as well as presented their findings. These service-learning classes required students to directly apply their knowledge on hazard mitigation planning to a real-world problem, which facilitated their learning but at the same time also enhanced the quality of the plan.

Universities are often portrayed as sanctuaries of learning – of places where students, faculty and staff come together to think and talk about ideas. After four or five years, a student leaves and takes this learning to his or her new workplace. That view of college campuses is nostalgic and inaccurate. Colleges, like all parts of the community, are affected by a variety of crimes and criminal behavior. How a university responds to this problem sets the stage for defining the institution’s climate. It is not only about how safe students are, but more importantly how safe students feel. In this workshop, we explore the relationship between actual crime and how the culture of fear can be exacerbated or diminished by institutional policies and attitudes.

From Narrative to Data and Back: Archival Sources and the DRU

State and County Hazard Mitigation Plans rely on nationally available data sources. A Disaster Resistant University Plan operates at a much finer scale with limited data availability, particularly in digital format. Data collection for a DRU plan spans from universities, state archives, spatial data clearinghouses, to field work and beyond. While spatial data and GIS are essential for a sound plan, archival research provides necessary insight and data that is often neglected.

Innovative Risk Assessment Methodologies at the Campus Level

Hazard mitigation planning must include a risk assessment, but the majority of the tools available to planners are not suited to the campus level and are geared at quantitative analysis which is dependent on a level of data which is not necessarily available. This presentation consists of a discussion of some techniques which have been successful in university planning efforts, and will seek to involve the audience in sharing strategies which they have also found useful. In particular, the techniques which will be discussed are prioritization of campus buildings as relates to the various university functions (student life, academics, research, etc.), using HAZUS to generate boundary files which can then be exported into the GIS environment, and other qualitative risk assessment methodologies. A successful risk assessment involves not just the Advisory Committee, but also the various campus stakeholders. This presentation will also discuss how to make these various strategies inclusive and how to involve folks in what are typically considered the more technical aspects of planning.

Strengthening Multi Hazard Mitigation, Preparedness, Response and Recovery Capabilities: Leveraging Campus Resources for System-Wide Results

In the wake of the Virginia Tech tragedy and less than two years removed from back to back hurricane experiences with Katrina and Rita, the Board of Supervisors for the University of Louisiana System (ULS) made specific recommendations to all of its member institutions regarding increased preparedness and enhanced response for managing an active shooter incident on a ULS campus. The ULS Emergency Preparedness Steering Committee (EPSC) was formed to undertake the immense task of implementation these recommendations by drawing on campus and system resource persons representing environmental health and safety, public safety, student affairs, academic affairs, business affairs, facilities and planning, and public information and communications. In the four years since its formation the EPSC has played a vital role in assisting ULS institutions in strengthening multi-hazard disaster mitigation, preparedness, response, and recovery capabilities, important priorities for the state’s largest public university system comprised of eight campuses enrolling more than 80,000 students annually. Hurricanes Gustav and Ike H1N1 pandemic scare of 2009 provided real-time scenarios in which EPSC mutual aid system, coordination with local, state, and federal authorities, and capacity for contributing to community, parish, and state response and recovery actions were put to the test. This presentation will illustrate the history and evolution of the EPSC, describe the diversity of campus and system stakeholders who have been engaged in is work since inception, and offer practical insights into how your campus or system might benefit from a similar organization.

Higher Education Emergency Management Program Accreditation: Seeking the "Holy Grail"

University hospitals are accredited, college police departments are accredited and academic programs of higher education institutions receive accreditation. But what about the program(s) that protect and safeguard the lives of those living, working and visiting your campus? Emergency management accreditation programs and other baseline performance management standards are out there, but have yet to be applied to institutions of higher education. This workshop will discuss the various national and international programs and standards and provide a preview of what potentially is in store for colleges and universities. In these times of reduced programs and fiscal support for emergency management programs nationwide, the ability to measure and track your institution’s crisis, emergency management and/or business continuity programs is more critical than ever. Learn about current and newly proposed programs NFPA 1600 and EMAP and how they may impact our ability to conduct an objective measurement of our individual campus’ ability to protect our people, property, environment and mission. The session will be led by a member of the NFPA 1600 Technical Committee and current Chair of the IAEM University and College Caucus’ EMAP Working Group.

Getting on the Map: Using GIS to Assess Risk and Create Resilience Throughout Campus

The University of Oregon’s Emergency Management (UOEM) program is taking a unique service learning approach to building a “living” risk assessment and continuity of operations plans on campus. UOEM has partnered with the Geography Department’s InfoGraphics Laboratory to build, update, maintain and improve the Campus Hazard Identification Risk and Vulnerability Assessment (CHIRVA) which is based on the Campus GIS. The Campus GIS is a university-wide enterprise geodatabase that connects the campus community to a room-level GIS. This system provides UO staff and managers with the ability to track infrastructure and assets including utility systems, hazardous materials, capital construction projects, and individual data/voice jacks and networks throughout all of the buildings and grounds on campus. This data is being updated and improved upon on a room-by-room level through a pilot project to develop continuity of operations plans (COOP) for several units within the research enterprise. A team of UOEM staff and InfoGraphics staff along with graduate teaching fellows tour the pilot research facilities along with research staff to identify the facility’s critical functions as well as the rooms that support those critical functions. The end result of the pilot project is the development of unit-level COOPs, but also an advanced dataset that highlights the interdependencies on critical infrastructure and services not only within that particular unit, but eventually, across units. The project benefits emergency planning efforts by identifying campus exposure, vulnerability, and sensitivity; and can also help to improve daily operations by identifying opportunities for system and process efficiencies.

Pre-Disaster Planning at Florida Community Colleges: A Comparison of FEMA Guidelines to Processes and Practices

The purpose of this study was to explore and describe the pre-disaster planning processes and practices used by Florida’s community college administrators as of December 2008. FEMA’s Building a Disaster Resistant University (DRU) model was the conceptual lens for this study. A mixed methods research design included 15 surveys completed by Florida community college business officers and six semi-structured interviews with staff most involved in pre-disaster planning. Data were compared to DRU guidelines to establish whether processes and practices were congruent with the DRU.
Six quantitative findings were reported in this study. First, five of fourteen (35.7%) survey respondents appointed a project manager; second, fourteen of fifteen respondents (93.3%) conducted a risk assessment; third, thirteen of fifteen (87%) respondents reported contacting 2 to14 stakeholders; fourth, fourteen of fifteen (93.3%) survey respondents conducted an inventory of buildings and infrastructure assets; fifth, majority of survey respondents (87.7%) reported they identified mitigation goals and objectives; sixth, eight of fourteen (57.1%) respondents’ president formally adopted the pre-disaster mitigation plan. Qualitative findings were, first, wide internal and external stakeholder representation was organized; second, advisory committees have no mission statement; third, one site identified hazards by consulting with stakeholders, but neither one could provide a list of hazards; fourth, sites used only half of the DRU’s building inventory items; fifth, recording and mapping of infrastructure (i.e., utilities) are evolved at one site, while both sites backup administrative systems; sixth, neither site considered several hazard profile formula variables recommended by the DRU; seventh, Beta’s internal and external stakeholders conduct a rigorous vetting process, which allows it to establish a prioritized list of mitigation goals and objectives; eighth, neither site uses an adequate formula for benefit-cost analysis and no consultant has been hired to do so; ninth, only one participant could articulate how the mission guided mitigation action prioritization; tenth, key internal and external stakeholders adopted mitigation actions; eleventh, no plan for measuring mitigation action efficacy exists; and twelfth, mitigation action successes are communicated to internal stakeholders, but not external stakeholders making it difficult to achieve plan momentum and funding. Recommendations are provided for community college administrators.

Leveraging Technology to Build a Disaster Response "System of Systems"

Several challenges hinder effective multi-jurisdictional and cross-discipline disaster response and recovery, including a lack of clarity in leadership, difficulty in information sharing and collaboration, poor situational awareness, problems with logistics support and supply chain coordination. These challenges exist due to the dizzying array of agencies and organizations that respond to disasters. Because these players represent not a single “system” of disaster preparedness and response, but a multitude of varying and often overlapping systems, a “system of systems” approach must be developed to successfully address the myriad challenges associated with disaster response and recovery.
One key development laying a foundation for such a system is the infusion of geospatial and collaborative technologies throughout all sectors and particularly, the introduction of these technologies into disaster efforts. When effectively deployed, these technologies can create a “culture of collaboration.” For example, hundreds of unaffiliated technology volunteers activated in response to the Haiti earthquake, deploying these technologies to improve situational awareness, information sharing and collaboration. While this deployment was effective, it also lacked coordination with official response organizations. For a large-scale response to be successful, geospatial and collaborative technologies must be used to combine volunteer efforts with those of official response agencies.
One successful example of this is Virtual USA, a partnership of the Department of Homeland Security, state, and local response organizations, which leverages technology to dramatically improve situational awareness, information sharing, and collaboration. Deployed during the Gulf Coast Oil Spill, the Virtual USA initiative demonstrates how technology can create this critical culture of collaboration and lay the foundation for creating a system of systems.
This presentation will outline how we can leverage technology driven initiatives like vUSA to help build a disaster response “system of systems” as part of a National Resilience Framework.

Regional Assessment of Tsunami Hazard Management Plans: The Case of the US Pacific Northwest

The US Pacific coastal states continue to be at risk from both locally and distantly generated Tsunamis. During the past two centuries, all five states have been hit by Tsunamis which inflicted considerable causalities and damage. This susceptibility can be minimized by effective hazard management plans, better hazard mitigation practices and the construction of more hazard resistant structures such as steel reinforced concrete buildings. At the same time, no studies have been conducted to determine how local authority has incorporated Tsunami hazard management in their planning frameworks. The analysis of several costal counties in the states, indicate that most plans have a weak factual basis, unclear goals and objectives, weak policies, and a few coordination and implementation mechanisms. While the average plan quality score remains extremely low, there are counties which never mention Tsunami risks in their local plans in any way. In light of these lapses, this research focuses on the assessment of current Tsunami hazard management plans in the region. At a time of intense environmental uncertainties, regional assessment of Tsunami hazard management plans is not only vital, it offers the preamble for the design of disaster resistant measures. The research has four objectives. The first aim is to analyze the current issues in Tsunami hazard management planning. The second objective assesses the risks posed to the Pacific North West region while the third objective is centered on the evaluation of local plans. The fourth and last objective focuses on the identification of mitigation measures and the design of a decision support tool for policy makers. Preliminary finding show that Tsunami hazards are still not fully integrated into local plans in the region.

Cost Saving Advantages of Multi-Agency Exercises

Universities are constantly looking for ways to stretch their emergency management budgets. This session will share insider tips for creatively utilizing public-private and multi-agency partnerships to get more bang for the buck in emergency exercises. A minimal budget does not mean minimal options; it just means it’s time to get creative!
The advantages of multi-agency exercises discussed will include greater realism, shared resources including equipment and monetary contribution, learning opportunities for external agency expectations, and cost savings by integrating exercise requirements in multiple fields. Then the session will focus on how to make these exercises happen through an examination of the exercise planning process and how to gain “buy in” from outside agencies. The key to success is in the planning stage by developing an exercise that meets the goals and objectives of each agency and makes it worth their time and money. The principles of the Homeland Security Exercise and Evaluation Program (HSEEP) will be used to illustrate the importance of comprehensive exercise planning and involving the right representatives on the planning team.
This session will demonstrate successes and provide innovative ways to make these partnership exercises work through the examination of previously completed exercises of varying scope. Participants will learn how to incorporate public-private partnerships to benefit everyone involved, what creative funding opportunities exist, and what alternative contributions can provide great value to an exercise. A facilitated discussion will finish the session and allow attendees to share lessons learned from their own university’s exercises.

Floodproofing Techniques

Floodproofing reduces the damage a building will suffer when floods happen. The most effective on-site floodproofing is to have the habitable (finished) space above the anticipated flood level. For residential structures, elevating the floor is the only method that makes the building compliant with flood damage prevention ordinances. For non-residential buildings, compliance can be achieved using a technique called dry floodproofing, in which the building is sealed to prevent entry of floodwater. There are a number of permanent modifications to a building or grounds that can be effective in reducing flood damage, but do not bring the structure into compliance. These provide no insurance premium reduction and generally are not eligible for federal mitigation funding. In this presentation we will review the important features of these flood protection method and discuss some of the pros and cons associated with each.

Communicating Risk to Student Populations

Campus emergency managers often face challenges in encouraging participation by student populations. Students are often unconcerned about hazard mitigation on college campuses and are limited in the range of personal actions they can take. Communicating risk is complicated by social, cultural, linguistic, and technological barriers. Unlike crisis communication which is often acute, time sensitive information that dictates a sense of urgency or need for self-protection, risk communication usually requires long-term outreach and message saturation to prompt changes in behavior. Since student populations have little vested interest and usually only spend a few years on campus, risk communication requires early intervention and sustained messaging on a level at which students can relate. This session focuses on tools to engage student populations in disaster resistant university planning, programs, and actions.

After Katrina: Assessing the UNO DRU Initiative

Disasters, whether natural or man-made, and emergencies can occur at any time, causing destruction, devastation, and chaos. Hurricanes Katrina and Rita caused billions of dollars in damage and cost thousands of lives. Man-made disasters, such as chemical plant releases, nuclear reactor mishaps or the terrorist attacks of September 11 have demonstrated the need for preparedness and response capabilities at the state, federal, and local levels.
While these events require preparedness and response ready capabilities of governmental entities, they also show the need for institutions of higher learning to be prepared with hazard mitigation programs to make them more disaster resistant. As with governmental entities, the more prepared our universities and other institutions of higher learning are for disasters, the better they can respond to their constituents. This presentation will share the findings of the reassessment of the University of New Orleans’s Disaster Resistant University Initiative 5 years post-Katrina in light of lessons learned as a result of that event.

Successful Campus and Public Health Collaborations for Mass H1N1 Vaccination

Weeks before detection of H1N1 flu in the United States in early 2009, and while many campuses anxiously awaited its arrival, McNeese State University and the State of Louisiana Region V Department of Health and Hospitals Office of Public Health pushed ahead with development of a plan for rapid dispensing of vaccine to the campus community and for use of a campus-controlled facility as a regional stockpile site for receiving vaccine from the Strategic National Stockpile. A closed Point of Dispensing (POD) for the purpose of vaccinating up to ten-thousand University students, faculty, and staff within a compresses period of time was eventually activated through collaborative effort involving local, regional and state public health officials and campus personnel representing student health services, nursing faculty, student services, business affairs, physical plant, public information, and environmental health and safety. Upon activation this POD distributed approximately one-thousand, five-hundred nasal and injection doses of vaccine and immediately fed vaccination data into the state’s immunization tracking system known as LINKS (Louisiana Immunization Network for Kids Statewide).
This presentation will discuss development of the collaborative relationship between University and public health officials, mitigation and preparedness activities in advance of H1N1 flu arriving in the region, and the University’s experience using the Incident
Command System in planning, activating, and managing the POD. Lessons learned, public health as a focus of institutional disaster mitigation and preparedness, and recommendations for campuses considering similar collaborative activities with local public health and emergency preparedness interests will also be discussed.

Evolution of the UNCW Hazard Mitigation Plan

The University of North Carolina at Wilmington has a FEMA approved hazard mitigation plan for our institution. This coupled with its commitment to disaster preparedness and resilience as
demonstrated by its earlier designation as a disaster resistant university by FEMA as well as National Weather Service designations as a Storm Ready university positions UNCW as an institution of higher learning that emphasizes the importance of emergency management.
The progress in areas of disaster resilience and preparedness is an offshoot of necessity in many cases and later choice as institutional priorities shifted. During the period between 1996 and 2001 no less than five major hurricanes made landfall within 60 miles of UNCW. This experience as well as natural hazards assessment resulted in a very hurricane centered emergency management program.
More recent events locally as well as a nationally have refocused our efforts to other natural and manmade hazards such as an active shooter or act of terrorism, as well as, pandemic influenza and additional natural hazards, especially flooding. This has resulted in a shift in priorities for the program as well as the mitigation plan. The good news is that the much of the items identified are transferable to an all-hazards approach, as well as hurricanes. A few of these are

A Content Analysis of Crisis Management Websites at Four-Year Institutions Along the Gulf Coast

College and university websites have become a very important tool in crisis communication over the past few years, especially after events such as the devastation from Hurricanes Katrina, Rita, and Gustav and shootings at institutions such as Virginia Tech, Northern Illinois, University of Texas, and Northern Alabama. Stakeholders are turning to the university websites when a crisis occurs. It has become important for higher education institutions to have specific websites that deal with the possibility of a crisis. This discussion takes a look at websites in the Gulf Region through the research process of content analysis. The goal of this presentation will be to showcase the important aspects of crisis management websites, discuss important components of the websites, and open a dialogue with the audience about how administrators at higher education institutions can properly utilize their university websites before, during, and after a crisis. Additionally, the participants in the session will gain the opportunity to begin a dialogue about if there should be standardization to the terminology, locations, information, and access available on the websites.

Collaborations for Effective Disaster Resistant Universities

This presentation will provide suggestions for creating effective disaster resistant universities through community collaborations. Largely based on a study of Louisiana’s school systems’ crisis and emergency management plans conducted in 2007, many of the shortfalls identified in school system campus plans have special applicability to university campus planning. Topics will include, but not be limited to, the importance of Local Emergency Planning Committee participation for universities; the role of universities as community shelters during disasters; special needs planning; and the need to create a continuous process improvement paradigm. The presenter will emphasize the logic of creating the capacity for evaluation and improvement within the university setting, and suggest methods to ensure a speedy and effective recovery post-disaster. The presentation will actively seek audience interaction and participation.

The Louisiana Hazard Information Portal (LaHIP) is a joint project between the National Incident Management Systems and Advanced Technologies (NIMSAT) Institute of the University of Louisiana, Lafayette and the Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP). The LaHIP project as two primary components, the first of which is designed to serve as a public education and outreach tool to complement GOHSEP’s Get a Game Plan and Educate to Mitigate initiatives by allowing the general public to access hazard related information based on current SHELDUS and NCDC data sets. The other component allows local emergency managers to conveniently collect, store and retrieve incident related data to facilitate emergency and mitigation planning and provide supporting data for grant applications and disaster declarations. The objective of this presentation is to build awareness of this project, and solicit feedback on how it may be improved.

A Mathematical Model of Terrorism

We will discuss the outcomes of a mathematical model of terrorism based on a system of equations. The mathematical tools will be omitted to make the presentation accessible to a general audience. The model makes simple but reasonable assumptions about the interaction between members of the terrorist organization. The organization is divided into two populations, the leaders and non-leaders.
Although the model is simplified to avoid mathematical complications, the graphs obtained from the solutions to the equations are easily interpreted, providing useful information. The insights obtained from the model are of interest to policy makers. For instance, we discuss counter-terrorism measures and the decline of the organization, conditions for defeat of the organization, and the relationship between the decline in the strength of the organization and the decline of leaders and non-leaders.

Challenges of and Opportunities for Continuity of Operations at Higher Education Institutions

Colleges and universities across the country are faced with many of the same challenges that corporations and government agencies confront: how to ensure continuing operations in the face of emergencies and disasters. In the corporate world, this is known as “Business Continuity,” or BCP, and in government circles, “Continuity of Operations,” or COOP. But whatever name you give it, the concepts, strategies, and tactics behind this aspect of preparedness, response, and recovery can be critical to all types of higher education institutions, large and small, when financial, academic, research, reputational, and other aspects are considered.
The presentation will cover the basics of BCP/COOP as it applies to higher education institutions, looking at assets, consequences, vulnerabilities, threats/hazards, and overall risk. The question of “what is essential?” in the college/university setting will be presented, along with some case studies of what happens when you do and do not have a program in place. Experience of software use to facilitate the BCP/COOP process will also be discussed (although no product endorsements will be provided), along with the old “paper and pen” method of data collection and analysis. Finally, opportunities for success, including some examples from around the country, will be posed to the audience.
