Abstract
Despite increased recognition of the arts in global cultural policy, several gaps in access to art as a right remain within Indigenous territories. This study examines barriers that limit Indigenous Peoples’ access to the arts in Colombia and explores how Community-Based Art Education (CBAE) offers contextually grounded insights for expanding that access. Using a mixed-methods design, the research includes a survey of 56 Indigenous Peoples in Colombia, five semi-structured interviews with community art organizations in Colombia, and three in New Orleans. Findings show that, despite economic, structural, geographic, and socio-cultural barriers, Indigenous Peoples use adaptive, flexible community-based art education models to transmit their identity and preserve their culture. Ethical learning comparative insights from New Orleans organizations suggest that strengthening organizational capacity and funding are key to improving access and sustainability. This study includes recommendations advocating for participation, representation, and leadership to strengthen CBAE organizations in Colombia.
